In order to achieve its objectives, the Association has set its sights on achieving the following objectives:
(A) To strengthen the bonds of Iraqi-Chinese friendship
B- To define the citizens of the two countries adequately and objectively to the other party's problems, questions and events in various areas of life.
To promote and deepen relations in the field of culture, research and science.
Expanding and strengthening mutual economic and cultural relations and, above all, cooperation projects between the two countries.
C) To care for the Iraqi community and merchants residing in China and vice versa and to facilitate the work of Chinese companies operating in Iraq.
(D) Providing assistance to the Iraqi and Chinese communities.
To achieve these goals, the Iraqi-Chinese Friendship Association is active in the following fields:
1- Issuing an information bulletin.
2. Establish and organize scientific, cultural, commercial, tourist and other exhibitions.
3. Organizing scientific trips and lectures, and providing guidance and advice on development assistance projects and in the fields of industry and trade.
4. Building relations with the League of Arab States, diplomatic representatives of the Arab countries and the Council of Arab Ambassadors in China.
5. Organization the relationship with the Chinese Embassy in Baghdad if necessary.
1- Must be an Iraqi citizen or resident in Iraq.
2- completed of 18 years of age and full eligibility.
3 - Accept the rules of procedure of the institution in writing.
4 - To be good conduct and career.
5 - is not sentenced to a misdemeanor dishonorable honor or a non-political crime.
6. Full membership form.
Membership in the Association shall terminate in the following cases:
- If the member submitted a written resignation to the board of directors of the association. When the resignation is accepted, membership ends at the end of the calendar year.
- If the Assembly is dissolved.
- If the member is dismissed from the Assembly, in which case the approval of half + one on the decision of dismissal.
- If the member refuses to pay membership fees for one year. A dismissed member may lodge a written grievance against the decision to dismiss him by a written request submitted to the General Assembly within a maximum period of one month.
- Honorary membership may be granted to those who provide great services to the Association and thus contribute to the achievement of its objectives. The Board of Directors of the Association is entitled to grant honorary membership after presenting the subject to the General Assembly.
These members may attend meetings of the advisory board in an advisory capacity as in participation in the annual conference of the members of the association

3 - Participation in the opinion and the development of changes in the rules of procedure

A) The constituent body: It is the body that signed the constituent statement and is composed of a minimum of three members and its authority is:
1. Appointment of members of the administrative body.

B- The General Authority:
It consists of the members of the association including the constituent and the administrative body.
C - Powers of the General Assembly:
1. Determine a regular and unusual meeting when needed.
2. Supervising the budget and approving the financial budget.
3. Issuing the necessary decisions for the work of the Assembly and the annual reports.
4. Discussion and charting the general policy of the Assembly.
5. Conducts the session of the General Assembly (Chairman of the Board) or (Executive Director).
(D) Administrative Body:
It is the body that is appointed by the constituent body and has 12 members.
E - Powers of the administrative body:
1. Distribution of committees and appointment of committee chairmen.
2. Supervising the activities of the association.
3. Implementation of public policy and programs on projects that are consistent with the objectives of the institution.
H. Powers of the Chairman of the Administrative Committee:
1. Head the meetings of the administrative body and call for an emergency meeting.
2. Representation of the institution with governmental and non-governmental organizations and organizations.
3. Supervising the work of the institution and committees formed.
4. Signing of communications and instruments.
5. Open the bank account of the institution.
I. Powers of the Vice-President of the Administrative Body:
Replace the president in a state of absence.
J. Executive Director: He is responsible for the administration and implementation of the programs and projects of the Assembly and the review of official and semi-official departments and appointed by the constituent body.
K - Detailed powers of committees or sections:
1. The administrative committee which organizes administrative affairs from issuing, importing, documenting activities, receiving applications for membership, printing, etc.
2. The Finance Committee shall organize the financial records and submit them to the administrative body for approval.
3. Cultural Committee and organizes courses, festivals, conferences and cultural lectures.
4. The Committee on Relations and Information, which organizes relations with organizations and civil society institutions and issues cultural bulletins.
L - Decision making mechanism:
1. Decisions of the General Assembly shall be issued by a simple majority.
2. Decisions of the administrative board shall be issued by a simple majority.
M - Meeting mechanism:
1. The General Assembly shall meet its annual meeting. A quorum of 50% + 1 of its members shall be achieved. In case of quorum, the meeting shall be adjourned to the following week and the meeting shall be held no matter how many attendees.
2. The General Assembly shall convene an emergency meeting in the event of a written request by the President of the Assembly or by two-thirds of the members of the General Assembly or by two-thirds of the members of the Board of Directors.
3. The members of the administrative board meet periodically every month.
4. The meeting of the Emergency Administrative Board shall be convened at the invitation of the President or at the request of two members.
5. The quorum shall be met by the presence of half of the administrative body.
O - Appointment mechanism:
1. The administrative body shall be appointed by the constituent body.
2. The constituent body shall allocate the positions to the members of the administrative body appointed by them.
3. The number of members of the administrative body consists of (12) members of non-members of the constituent body.
4. In the event of a vacancy in the seats of a member of the administrative body, the constituent body shall appoint an alternative to the vacant member.
5. In the event of the interruption or death of all founders, the General Authority shall have the power to appoint members of the administrative body or the executive director.
P - The mechanism of amending the rules of procedure:
The mechanism of amending the rules of procedure shall be the power of the administrative body and voting by a simple majority.
R - Identify the entity within the association that appoints the members and determine their wages:
The authority of appointing the members and employees and determining their wages and dispensing them is the authority of the chairman of the administrative body.

A - The body responsible for taking the decision to resolve or merge and split and transfer of funds within the institution is the administrative body unanimously.
B- The organization's money after its dissolution shall be transferred to an organization similar in objectives and activity and registered in the NGO Department, which shall be chosen by the administrative body by a simple majority.
1- The Corporation shall have the right to open branches inside and outside the Republic of Iraq.
2 - The authority responsible for opening the branches is the administrative body and the decision is issued with the consent of the simple majority.
3 - The members of the administrative body of the branch (5) members of the administrative body for a period of (2) years.
4- The membership of the administrative body of the branch shall be terminated by a decision of the administrative body and by simple majority upon the achievement of the cases listed below.
A -Death.
B- Resignation.
C- Not to attend three consecutive meetings.
D- Non-compliance with the rules of procedure.
5. The head of the branch shall be given the following powers:
A- Management and supervision of the branch.
Signature of the correspondence issued by the branch.
B - Withdrawals and deposits from the bank account of the branch.
C - Representing the institution in the governorate or the country where the branch is located and attending conferences and seminars.
He has the right to authorize one of the members of the administrative body of the branch to exercise his duties in case of absence and under a written order.
H- The branch is financially and administratively related to the general administration of the headquarters.
The authority responsible for closing the branch is the administrative body and the decision is issued by simple majority and the money is transferred to the headquarters
